Kasat Binmas Polres Gorontalo Kota AKP Jemmy Makainas mengatakan, kegiatan tersebut Narasumbernya adalah Darwin Botutihe ,SH, MH (Ketua lembaga bantuan hukum fakultas syariah dan ekonomi islam IAIN sultan Amai Gorontalo ) dan Audience yang hadir dalam kegiatan tersebut adalah mahasiswa Universitas Ichsan Gorontalo.
Dalam sambutannya, Kasat Binmas Polres Gorontalo Kota menyampaikan ucapan syukur dan terima kasih kepada Dekan Univ Ichsan dan Wadek 3 serta seluruh Mahasiswa Univ. Ichsan Gorontalo, atas dukungan kerjasama baik waktu serta tempat yg disiapkan kepada Sat Binmas Polres Gorontalo Kota. Semoga kerjasasama kegiatan seperti ini kedepan dpt berjalan baik dan bisa dilaksanakan kembali didalam lingkungan kampus.
Dalam giat FGD ini nara sumber Darwin Botutihe , SH, MH menyampaikan materi konsep Negara Hukum yakni Segala tindakan harus bersumber dari norma hukum. Dan harus di dengungkan setiap saat sehingga akan melahirkan negara yg tertib hukum. Namun kadang proses penegakan hukum mendapati hasil yg tidak sempurna juga, sementara Penegakan hukum adalah proses berfungsinya norma norma hukum secara nyata dalam kehidupan berbangsa dan bernegara.Karena kita adalah negara hukum maka kita harus menegakkan hukum yg tujuan ya adalah untuk mewujudkan keadilan. Bagaimana cara mewujudkan rasa keadilan itu adalah bagaimana memastikan subyek hukum berada pada status norma norma berada tempatnya. Definisi yang simple yakni Keadilan adalah sikap atau perbuatan yang adil.
Penegakan Hukum yakni Bagaimana hukum itu kemudian berfungsi yg hidup dalam masyarakat yg bukan sebatas norma norma saja tetapi harus bermanfaat dan hidup dalam masyarakat dan Keadilan yakni taat hukum berarti taat kepada nilai-nilai dan norna hukum yg ada baik dilingkungan berbangsa, bermasyarakat dan bernegara,ujar narasumber
